You can't tell from a Flash movie which original format was used for the 2d/3d artwork.

Yes and no. You could model and render the human head in Swift. But I'm afraid you won't be able to get the hair as realistic as this.
I'm not sure how they did the hair. Either they used a series of real photos as bitmap textures and applied them to the model's hair geometry, or they used a 3d software with a special hair/fur tool. Maybe Poser can do this.

I think your best bet to do this is using Poser as it will export in SWF (Flash) format. There are plenty of materials, models, props, etc. to accomplish what this site did. WIth Swift3D you will work pretty hard to get great results but it can be done.
log2e is right about the hair. Hair is a real challenge in 3D without the plugins. Poser can do hair pretty good but not like the high-end apps.
